30 November 2007On the eve of World AIDS Day, Secretary-General Ban Ki-moon today convened an orientation session on HIV in the United Nations workplace as part of his efforts to ensure that the world body becomes a model in responding to the virus. Facilitated by one of the UN’s coordinators on HIV in the workplace, the session was intended for all Under-Secretaries-General and Assistant Secretaries-General based at Headquarters, as well as the executive heads of New York-based UN agencies. “The Secretary-General hopes the session will provide him and his senior leaders with important lessons and messages, while helping them set an example as managers and colleagues,” Mr. Ban’s spokesperson, Michele Montas, told reporters. While sessions on HIV in the workplace have been offered to the Organization’s staff on a voluntary basis in recent years, they are now becoming mandatory for all employees working at Headquarters and in the field. These sessions convey information on transmission, prevention, stigma and discrimination, care and treatment, as well as the UN’s policies, initiatives and services. Also today, Mr. Ban will address a World AIDS Day observance at St. Bartholomew’s Episcopal Church in Manhattan. Ms. Montas said the Secretary-General would emphasize the need for Government and individual leadership to assure universal access to prevention, treatment, care and support, noting that “We all need to take responsibility for the response.”
The non-governmental organization (NGO) convoy of three vehicles with six local staff was stopped this morning in South Darfur on its way from Nyala, the provincial capital, to Kalma internally displaced persons (IDP) camp, the joint UN-African Union mission in Darfur (UNAMID) said in a statement. The gunmen forced it to drive down to a nearby gully.“Although the workers complied without resistance to demands for money, the attackers assaulted them up before leaving the scene,” it added “Three out of the six workers were reportedly severely beaten and taken to the local hospital, where their condition is listed as stable and non life-threatening.” Initial reports suggest that the assailants were informed of the workers’ movements and that they were transporting cash intended for the payment of salaries for the Kalma camp staff.“If proven right, these suspicions would point to an act of banditry,” UNAMID added.Just yesterday, Under-Secretary-General for Humanitarian Affairs John Holmes told the Security Council that 261 vehicles had been hijacked and 172 compounds broken into so far this year. The sole dissenter was Jeffrey Lacker, president of the Fed’s Atlanta regional bank, who backed a 25-basis-point increase.However, the Fed, in language it has used before, said rates would only rise when it sees further improvement in the labour market and is “reasonably confident” that inflation will move back to the Fed’s optimal inflation target of two per cent.The U.S. central bank said inflation was up just 1.2 per cent in its latest reading. It foresees inflation accelerating to a 1.7 per cent increase next year, but still below the target rate.Meanwhile, the majority of Fed policy-makers said they still expected a rate hike would occur before the end of the year, predicting a single, quarter-point increase.Patrick O’Toole, vice-president at CIBC Asset Management, said the documents released by the Fed along with its decision show the central bank believes that America is growing at a fairly healthy rate in 2016.“If you’re running an economy at a growth rate that’s higher than what some would say is trend, it’s curious that they think they can justify holding rates at an emergency setting of zero,” he said.Follow @Henderburn on Twitter.
When a professional sports team in America has a bad season, as the old saying goes, there’s always next season – but not in European soccer. End-of-season discussions around some European professional soccer leagues are about survival. Mainly, which teams are going to survive to play another year in a given country’s top league. The English Premier League, the world’s most prominent soccer league, is among those leagues where suspense almost always carries into the final minutes of the season. The EPL has a stipulation in place that relegates or downgrades its bottom three teams in any one season to the Football Association’s Championship division. In return, the top three teams of the Championship are promoted to the Premier League. Conceptually, it would be like the Columbus Clippers having the best record in Triple-A baseball and then moving up to play Major League Baseball the following season. And the same goes for the Championship, as well as the two divisions below it – the FA’s League One and League Two. The top and bottom three teams from each of England’s four divisions shuffle back and forth season after season. With its season concluding on Sunday, this year’s EPL relegated teams are Wolverhampton F.C., Blackburn F.C. and Bolton F.C. No club is safe from the relegation rule as Blackburn (1995 EPL Champions) becomes the first former Premier League champion to be relegated. How harsh is that? 17 years removed from a championship and you’re deemed not good enough to compete in the league. Harsh or not, the rule is ingenious on some levels. It creates a level playing field and makes every game in a season matter. There certainly isn’t any talk of “tanking” game in the Premier League for any reason. So, what if American sports leagues adopted its European counterparts relegation and promotion rules? Would it be a good thing? Is it even possible? Would the NBA’s Charlotte Bobcats have lost 23 games in a row to end the season? Whether it would be good for leagues like the NFL, MLB, NBA and the NHL to adopt the relegation-promotion rule is purely subjective. It would be good in the sense teams likely wouldn’t tank, and every regular-season game matters, but at what cost? Would the playoffs have to be eliminated? The EPL crowns its champion based solely on regular season performance. If there were no Super Bowl or World Series, would that be a good thing? The question of whether it’s even possible to have a relegation-promotion rule in American professional sports is interesting. As it stands now, only two of the top four leagues have the type of minor-league system in place to piggyback off the system used English soccer. The NHL has the American Hockey League (AHL) below it as an incremental level and MLB has Triple-A baseball with the International League and Pacific Coast League. Even then, those leagues would need adjustment. The NHL or MLB teams couldn’t have ties to the AHL or Triple-A teams as they do now using the lower level teams as a means of producing players within a farm system. The Premier League’s relegation and promotion rule is something American sports fans envy, and although some fans wish it would be adopted tomorrow by America’s sports leagues, it’s not a simple as it may seem.

The alleged failure of IndiGo to respond satisfactorily to customer complaints is behind a parliamentary panel’s remarks that it is the ‘worst performing’ airline for customer services.Derek O’Brien, the Trinamool Congress MP who heads the panel, reserved the sharpest criticism for the low-budget carrier in a report that he tabled in the Rajya Sabha, according to a media report.The Parliamentary Standing Committee on Transport, Tourism and Culture, Road, Shipping and Aviation said in the report that the airline was noted for poor customer services, having rude staff and higher charges during the festive season, among other issues.IndiGo, owned by InterGlobe Enterprises, however, denied it neglected customer complaints. The airline said in a statement that it evaluated complaints and feedback by the customers rigorously and the staff were given regular training to handle situations and make possible hassle-free customer experience.O’Brien said the panel was not generally happy with the way some private carriers are operating, but it was discourteous the way IndiGo was operating. He said Air India had the best luggage policy.”Our committee is very clear that the worst performing airline for consumers is IndiGo. All 30 members agreed on this. IndiGo has not respondeddespite many complaints. The way they behave with consumers and charge for just one kg or two kg overweight of air baggage…,” O’Brien said, according to a media report.He said some carriers charged eight to 10 times the normal fares during the festive season.”The airline is very rigid, IndiGo even charges for one-two kg overweight, this has not been taken very well and the committee is looking into the matter seriously,” O’Brien said.While taking note of higher fare charges, the panel suggested that the charges by the airlines should not exceed 50 per cent of the base fare and tax and airlines should refund the fuel surcharge to customers.The national carrier Air India has the best policy for luggage and other private carriers should raise the baggage limit, O’Brien said.
